On the bottle it says to towel dry dog and on the front shows a picture of just a dog, but in the title it says for dog and cat ... is this product made for cats? Safe for cats?

My 20 year cat has fur that's dirty and matted. Will this product used with a brush or comb take out these dirty matted fur?
