Are these treats soft/hard or inbetween?

These treats are freeze-dried so much like our other freeze-dried products there can be some variation between batches, however they mostly tend to be semi-soft and are easily broken into half as needed for more easier feedings for smaller type dogs.

Do these treats contain any potatoes?

These treats do not contain potatoes within the ingredients.

Could these be cut to make smaller training treats or would they fall apart & crumble too easily once cut?

I've used these for so much training so a lot of credit to Stella & Chewy's for an extra good boy. I think the dog and cats would kick me out and lock the door if I stopped buying this, it's for sure a household staple now, but yes, pricey.
