Would the cat be able to chew and eat this material?

This toy is safe for for a pet to bite however, the toy should not be ingested. We always recommend supervising your pet when using, since small parts can present a choking hazard or internal blockage. Discontinue use if the toy is damaged.

Unsafe

There is no way for a cat to put its mouth on this with getting pieces in its mouth. It sheds continuously. The moppy pieces are actually a fuzz covered thread twirled tightly around. The thread is weak and thin so pieces easily break off, the fuzz isn't attached to the string so it falls right off. Only 1 of 4 (playful) cats showed any interest in it, his only mild but it was enough to leave a trail of pink fuzz and pieces (some 1/2 the size of a mop piece) left behind where it rolled when he swatted it. He did no rolling around, hugging or kicking it. Also, it doesn't look like the picture. On one side the moppy pieces are very sparse and on the other there are a bunch tightly mashed together but very short, some almost nonexistent.
