Would this be alright for an outside dog? I was planning on using it in his doghouse to help keep them warm, maybe under some straw or another dog bed. Would this be okay?

This pad is great for the kennel, doghouse, garage, porch or wherever else your cat or dog likes to lie, both outside or inside. The manufacturer cautions: Never place anything on top of a K&H outdoor bed or pad other than the cover provided.
Is this pad activated by touch? I want to put in a feral cat house/shelter. It does not need to be heated at all times. The ones I bought in the past activate when the cat sits on it. Is that what this one does?

When an animal lies on the pad, it will reach a maximum temperature of approximately 102° F. The built-in thermostat will automatically regulate the temperature.
What does this not come with? It says pad & cover.. is this ready to use?

The thermostat controller is not included however the heating pad can be used right away.
Can I put this on top of our dog's normal dog bed or does it have to be on a flat hard surface to work properly?
