the picture with measurements says "crate not included." Does that mean the measurements given are of the interior only?

Very happy with my purchase!
I don’t have my puppy just yet, however, the small size bumper fit great in my 22” dog crate. It’s very soft, and there’s even velcro tabs on the backside, to attach to your dog’s crate and assure it stays in place.

My puppy loved it.
This helped with crate training so much, makes me feel better to know she if protected in her crate and makes her feel more secure when we are gone.
