Too Hard if it hits a person or animal

I was hopeful for this item and it did not meet my expectations. My one-year old female cat, who is very playful, could not after trying many times play with this because the body of it is just too hard. It hurts if it's tossed in air and hits anyone or an animal. Disappointed.

My 3 month old kitten spicy pepper wont leave it along

She carries it all over and bats it around then looses it then later on finds it and carries it around even more. Its a hit with her for sure. Did not calm her down in the least in fact I think it might be more like a upper to a 3 month old kitten
