can this be used on paws? just worried about him licking it.

This product is designed for skin problems and to reduce inflammation and itching caused by flea bites. Paw licking is caused by multiple factors so it is not clear whether this product will help with this condition. A small amount could be tried if desired. Generally speaking a small amount of licking will also be okay, but the excessive licking that may occur with paw licking could be a concern when applying any product on them.
Can this be used on cats too?

This spray is designed for dogs and puppies and is not intended for use with cats.
