Why Puppia, why?

I recently ordered this in size small for my 5.9lb Chihuahua. He’s been tough to fit, as he’s a mix of short and long hair—resulting in his “mullet” on his neck. Noting sizing conundrums from other reviews, I measured my little guy easily 20 times during my most recent search. Also, I cross-referenced Puppia website and other listings around the internet. The chest allowance is too small for his 14.5” max chest girth. So maybe the sizing chart is wrong on site or puppia is terrible with measuring.
