Can I attach a hose from my filter to this pump as intake and attach a hose for out take down a waterfall ?

Here is a picture of the set up once all of the different systems are together (pressure filter sold separately), it should work for the out take going down a waterfall.
Is this the same as Tetra DHP4200 Debris-Handling Pond Pump,

Both of these pumps are different models of the Tetra Pond Debris Handling Pumps. This is model DHP3600 and has a maximum flow rate of 3690 gallons per hour, a maximum pump height of 11.4 feet and can be used in ponds up to 3000 gallons. The DHP4200 model has a maximum flow rate of 4235 gallons per hour, a maximum pump height of 13.1 feet and can be used in ponds up to 4000 gallons.
I have a pump that recycles the water in my pond, but I have and use products that clump algae and debris at the bottom of the pond that I'd like to know if I submerge this pump and connect an out-take hose to it will it remove this debris without removing all the water?

The pump is engineered to circulate large volumes of pond water without clogging. This allows the pump to operate for long periods of time without any maintenance. The pond water with dirt and debris are pumped to an external filter for removal or directly to a waterfall or stream.

The hose connection is only compatible with 1-1/4 inch or 1-1/2 inch tubing.
