Would this support a larger cat who weighs about 20 lbs? How do the cats get to the upper levels?

Yes, it would. My cat is a large breed and weighs 26 lbs. That said, he does not like to go up high. I would recommend the farmhouse. This is pretty, but their is a design flaw at the top for large breed cats and that is that there is a 2 story drop through a small hole from the top. That is the only way down, or like my cat, he just jumps down from the top. He never goes higher that the 2nd story, but he loves it. I am going to buy the farmhouse for another room. I think that will be more than enough for him.
is the base weighted so it does not tip over when the cat is on the top?

Lovely castle
Both Princess Willowfoot and Sir Pyewacket love this castle, The Wife and I spent about a hour assembling it, with both cats overseeing the project. They even let a knightly Dragon sleep over... had to command strip the top scratchers down because of over loving pushed them off the side, but after 3 months usage only degradation was to the lowest set of scratchers.
