Is this harness good for dachshund wide chest
Is this harness good for a dog that suddenly pulls.

This harness is not designed for pulling, though it includes a handle for control.
Does this have to be pulled over the dog's head and step in? Or does it have buckles for around the neck and legs so the dog doesn't need to move to get it on and off?

This harness is not a step in. To put it on, simply pull it over your pet's head and clip the buckles on the sides.
Measurements

For a correct fit, it is necessary to measure your dog's girth and neck in inches, and compare to the size chart. To measure the neck girth, measure around your pet's neck leaving room for two fingers and to measure chest girth, measure your pet's chest around the widest part. If your pet falls somewhere between two sizes, we advise ordering the larger of the two.
