Depending on the force being used, your dogs might have a hard time pushing the button to release the collar.

how does getting wet affect the buckle/collar?

When cared for as instructed, the buckle on the collar shouldn't be affected. This collar can be hand washed and laid out flat to air dry.
What is the maximum length of the large size?

This collar measures 9-15 inches for the Small, 11-17 inches for the Medium, and 15-26 inches for the Large. For the Wide sizes the collar measures 13-18 inches for the Wide Small, 16-23 inches for the Wide Medium, and 18-32 inches for the Wide Large. We recommend if you have a toy breed or small dog, add an inch to the neck measurement, and for medium and large dogs, add two inches to the neck measurement to find the best fit.
