Adorable but ill fitting

There's no direction as to whether the passed part is under the chest or over the back. Either way on it doesn't fit. I went by size recommendations and it's too

There's no direction as to whether the passed part is under the chest or over the back. Either way on it doesn't fit. I went by size recommendations and it's too small, as well. But the webbing doesn't go through the guide loop and also go around the chest. You get 1 or the other, not both, rendering it useless. It's absolutely adorable but it just doesn't work.
