Can you adjust this so it's not fully extended? Or does it have to extend all 17ft?

This product can only fully extend to 17 feet or collapse into it's carrying case.

I see where it will accommodate most breed puppies but what about a 11-13 pound Jack Russell?

This tunnel is great for most puppy sizes, with a 2-foot wide tunnel width (24 inches in diameter) that can accommodate most small, medium and even some large breed puppies.

How do you secure the tunnel to keep it from rolling around?

Don't endanger your pet with this dangerously cheap tunnel

I ordered a new tunnel for my puppies to replace theirs that had torn, but the new one was so poorly made that the wire sleeving ripped open after just one day,

I ordered a new tunnel for my puppies to replace theirs that had torn, but the new one was so poorly made that the wire sleeving ripped open after just one day, exposing the wires, some of which had sharp ends that could put a puppy's eye out. This is not only a cheap product, it is a dangerous one.
