Is this strong enough for hard pulled dog?

This harness is composed of a Durable Reflective 600 Denier Nylon and Mesh Outer-shell. The accented reflective stitched Leash has a Titanium swivel hook connector and features both Rubberized Embroidered hand stitching on both the Leash and Harness. It is a durable leash. However, an aggressive or determined dog can break through the harness.

The small is HUGE!

In other harnesses my regular size Yorkie wears a small very well. Well made...BUT...this is HUGE and is also very heavy for a fine boned dog. Need to return as
