Does the fountain have to be plugged in at all times ? Or is it chargeable?

This fountain will require it to be plugged into a standard outlet for operation.
Does motor power off if water is low?

The Smart Fountain Plus 3.2 Liter is designed to turn off when the water is low. The Pump has a built-in sensor that first changes the light from Blue to Red as a visual low water warning, then if it runs out the pump will automatically turn off.
How often do you have to change the filter. Also there was a rubber cylinder stick that i removed because the top wasnt closing properly. When I removed the cylindar thing it closes and works great. Does this effect the filter process? Wanted to make sure I didnt remove a important part.

For better quality of water, rinse the filter with water thoroughly before use and replace it every 2 to 4 weeks to maintain water freshness. The rubber coupler is required to ensure a tight seal between the diversion tube and the pump, if removed it could reduce the water flow.
my cats water fountain has very little water coming out of the top. What could be wrong?

More than likely the pump is clogged, this is an easy fix.
1. Start by removing the side plastic cap that hold the sponge from the pump, an easy wiggle should pop it off, rinse and clean the sponge.
2. Next, once this section is popped off it will expose the pump propeller cap, pull the cap outwards with a fingernail or paperclip to expose the propeller.
3. Pull the propeller out with a fingernail or paperclip.
4. Flush and rinse all parts and sections with water completely and reassemble.
The pump can also be soaked in Distilled vinegar for a few hours to help loosen any debris.
