Why is this labeled for cats when both eucalyptus and peppermint are not safe for them?

You may use this shampoo on your cat. In fact, all Earthbath shampoos, with the exception of Dirty Dog Shampoo, are safe to use on cats and kittens over 6 weeks old. For the most part, all Earthbath products are safe to use on cats unless otherwise specified on the label.
Can the one be used by a puppy that is 6 months?
