Are the oats organic or at least free of glyphosate or other potentially harmful pesticides/herbicides on them?

The oats used in this particular Biscuit Dog Treats are not organic. These oats are tested annually for pesticides and any usage of pesticides would have been according to the label and within EPA tolerance.
