Can I get the black with pink lettering

Why is this collar “not for tie out”? The other brand does not mention this.

Ideally, for tie outs, it is recommended on getting a buckle collar instead of the plastic clip collars.
Theres nothing here that tells me HOW I will personalize this collar.
