Is the cover supposed to be way too big for ball?

This cover is bright, well made unless you have a horse that destroys toys. Mine does, he's a retired companion who is Mr Destructor. Since it's made to be loose, he stands on part of it and pulls with his mouth on other parts. I now buy the 30" cover for his 40" ball... fits better and holds up a little bit longer.
