when it states that the pump comes with plug, is that the rubber plug that prevents water from flowing out?

This pump comes with a 6 inch round electrical cord with 3-prong plug that enters into the wall. It is an electrical chord.

Is there any lead in this design? And is it safe? I am looking for something to use as pump for my tortoises water dish.

This item is featured as being more tall than wide. I bought this to fit in a back compartment, and bought it specifically because it would fit being more tall than wide. The pump that got here was not like the one pictured, and it is also noisy and makes a constant loud rumbling sound.
