What temperature will the water freeze in using this heater in my bird bath?

This product is intended to prevent the water in your bird bath from turning into ice. Water turns into ice at 32 degrees Fahrenheit, but this deicer uses just 80 watts to keep liquid water in the bird bath during even the coldest months of winter.
To what outdoor temperature will this still keep the water open? I live in Minnesota.

The Super Ice Eliminator has been tested in temperatures of -20°F, easily maintaining open water in the birdbath.
Does this have to be completely submerged in water?

It is advised to place the Ice Eliminator in the center of your birdbath making sure that it is covered with water and plugged into a grounded extension cord.
