This umbrella is for extra small and toy breeds. It's great for Shih Tzus, Pomeranians, Poodles, Teddies, Bichon Frises and Yorkies.
Can this umbrella be used for two small dogs? Is there a way to use your own dual dog retractable leach with this product?

This umbrella is not designed for use with a dual leash.
It says the leash is only 3 feet, is that from the umbrella to the hook for the collar or the handle? I am asking for someone that is tall and has a small dog, so they get longer leashes due to the height difference.

The steel chain that attaches to your pet's collar measures approximately 12.2 inches long and the handles measures approximately 20.8 inches long. Please refer to the photo below:
