Does this come with light??

This aquarium does not include lighting however it does include a filter. The side filter includes a quiet pump, mechanical sponge filter, biological and carbon media cartridges, plus a multi-directional jet to help you get started.

how often do you change the filter?

Generally the filter should be clean once a month.
