is it safe around cats? is it ok to spray on them or around areas where fleas, ticks, etc might hide ..ie: under decks and such

Do not expose cats to wet permethrin as it affects their central nervous system. This is not true with dogs, horses, or cows. Cats can be around permethrin treated fabrics once the application has dried.
does this get mixed with water? how much does one make?

Will it kill bees such as yellow jackets

This insecticide will kill wasps, hornets, yellow jackets and bees. For outdoors application, use in the late evening when insects are at rest. Aim the spray at nest openings in ground, bushes, and in cracks and crevices which may harbor nests, saturating nest openings and contacting as many insects as possible.
