Is it possible that catnip does not work on all cats?

I thought these pods were a great idea (I still do). They are individually wrapped and each pod contains just enough catnip for a few days to a week. Unfortunately

I thought these pods were a great idea (I still do). They are individually wrapped and each pod contains just enough catnip for a few days to a week. Unfortunately this catnip does not have any odor at all. When I sprinkle it on my kittens toys she will smell it but it has no effect on her. I've seen cats on catnip and they go wild for this stuff. Is it possible for a cat not to be affected by catnip? It's hard to tell because this is the only catnip I've given her so?? If someone can answer my question I would hate to give an item a bad review while it not being their fault. Thanks.
