Is this shampoo "soap free"?

All shampoos contain a “soap” or surfactants. The surfactant in the Aller 911 Allergy Aid Skin Care Plus Aloe Vera Dog & Cat Shampoo is 100% coconut derived. It is a naturally derived foam booster, a good lime soap dispersant with good electrolyte tolerance.
This has tea tree oil in it. How is this safe for cats if tea tree oil is toxic to cats?

Because this shampoo is formulated for external use only and the tea tree oil is diluted in a way that is safe for cats when used as directed. A high concentration of tea tree oil for cats can lead to toxicosis, but very diluted concentrations, like those found in this shampoo, can have antibacterial and antifungal properties.
Does this shampoo have oatmeal in it?
