1 - Is it the same leather quality on the inside and outside? 2- Is the material genuine leather, top-grain leather, full-grain leather or other?

This collar is made with 100% genuine leather, inside and out.
My dogs neck measured 12 inches so adding 4 as it says would be 16. Question is do I go with the 14-18 or 16-20?

For a pet who may be between sizes, we recommend going with the larger size to allow for any growth.
How do you get the right size when measuring their neck?

For the best fit it is recommended to measure the center of their neck a with a cloth tape measure, a few inches down from their head. Pull the tape snug, but not tight. Make sure there’s room for two fingers between the collar and your pup’s neck. Then choose the collar based on the Adjustable Length that most closely fits their neck measurement.
How does it hold up if it gets wet?

To keep the leather from drying out after it gets wet it's recommended to use leather conditioner.
