Does the filter need to be cleaned? Or do parts need to be replaced?

There are parts that will need to be cleaned, and others that will need to be changed. The carbon inside the cartridge will need to be changed regularly. It can be done by either refilling the cartridge or with prefilled cartridges. The bio-sponge can be cleaned, but will need to be changed after about 4 to 6 months. All the other parts can be cleaned for peak performance.
How does I remove the middle compartment housing the charcoal. It does not come off.

To access the carbon cartridge the motor head will detach from the blue case. The 2 sections of the blue case will also separate to access the bio-sponge.
Would it be okay to have this filter only half in the water?
