Poor paint job

I finally received the decoration and I went to rinse it off and used my fingers to give it a soft scrub down and the paint started to peel off almost immediately

I finally received the decoration and I went to rinse it off and used my fingers to give it a soft scrub down and the paint started to peel off almost immediately. I am currently soaking it to remove any more paint that I may have missed. It looks great but not sure if it's safe for my fish and shrimp.
