Somewhat disappointed

I’ve had my machine for just over a year now. I have 2 standard poodles one is a small standard of just over 30 pounds the other is larger at 57 pounds. In the beginning my fence worked great and we were very happy with it. As time passed we kept finding that our smaller girl was out of the contained area. I assumed that the collar wasn’t working correctly so I reached under her collar with my fingers to touch the prongs and got shocked at once. However it didn’t seem to be bothering her at all. I swapped collars with my other dog in hopes that one might be better than the other. That didn’t work either. My husband was concerned that getting shocked constantly would cause her to have health issues. So I removed the collar from her and started using a hand held training collar which I control. It’s a lot more work on me but I don’t know what else to do.
