Can I use these in a pond stocked with koi and plants?

This product is suitable to use in standing water and is harmless to beneficial insects, pets, birds, fish, horses, livestock.
Can I put this in my pool with my kids swimming in it?

We do not recommend placing this in a pool while anyone is swimming. Avoid breathing dust. This causes moderate eye irritation. Avoid contact with eyes or clothing. Wash thoroughly with soap and water after handling and before eating, drinking, chewing gum, using tobacco, or using the toilet. Do not apply directly to treated, finished drinking water reservoirs or drinking water receptacles when the water is intended for human consumption.
Can I use this in mulch and will it be safe for my dog and cat?

To kill fungus gnat larvae in the soil, water your plants with a "tea" made from Mosquito Bits. This product is harmless to pets.

Mosquito Bits

I "assume" they work. I put some in my birdbath and so far, no larvae. The writing is so small that I'm not sure of how to use the item, the amount needed, or when do I repeat the application. As for the delivery service.... the person delivering the item left the cardboard box containing the Mosquito Bits, out in the rain. Luckily, the Mos.Bits are inside a plastic type bag.
