Is this ramp adjustable to 3 lengths or only to full length?

This pet ramp is not adjustable and can only extend to the full length.

If this ramp is used full time outdoors, over steps, how does the plastic hold up in below zero weather?

Currently this ramp does not have a below 0 degree temperature rating. This ramp is made from polypropylene and thermoplastic rubber. It can be used indoors as well as outdoors.

how does the top of the ramp attach to car, bed, etc? does it have to extend the full 59-60 inches, or up to 59-60 inches?

It is important to make sure the rubber feet on the upper and lower ends of the ramp are resting firmly on a stable surface (car bumper, sidewalk, etc.) before using. If the rubber feet are not in contact, the ramp could shift during use. This ramp expands fully to a 60-inch length.

Ease of Portability

I didnt actually get to use this, because my dog wouldn't get on it and probably it was a little too steep as well, for what we needed to use it for. But I felt

I didnt actually get to use this, because my dog wouldn't get on it and probably it was a little too steep as well, for what we needed to use it for. But I felt like it was well-made, and it folded up really easily, so hopefully will be very helpful for the right pup in the right situation :)

Terrible quality.

The image used in the listing for the ramp is deceptive, making it look longer than it actually is. When applied to the back of a small size SUV, the ramp angle is quite steep. So steep that our dog needs to be pushed up the ramp which makes it rather useless for its intended purpose. It’s a slippery despite it having some coating. I cut up a $100 yoga to create a more stable surface area for my dog’s paws to grip. I would not recommend this ramp. It’s also dangerous as you can easily pinch your fingers if you don’t handle it correctly in the area where it folds. Waste of money and it’s dangerous for you and your pet to use.

the ease at which it can be moved.

We have added carpet to the ramp deck for more traction. Our pom is recuperating from hip surgery and was slipping too easily on the plastic surface.
