My Chihuahua is 9 pounds and with a very small mouth. I can not get a brush into his mouth to get the back teeth cleaned, so I have found I can use my finger to run TropicClean dental gel on my finger to rub it over his teeth to keep the plaque and tarter from setting up on the teath. He does not mind his teeth being cleaned because he likes to flavor of the tooth cleaning gel.
