How does the sizing work on this product?

The medium has a length of 15 3/8 inches and is ideal for dogs between 15 inches and 20 inches at their waist. The large has a length of 22 inches and is ideal for dogs who measure between 17 3/4 inches and 23 3/4 inches at their waist.
