Can this unit be mounted to a round street light pole with a band clamp?

Does the unity have to be locked to stay shut or can you open and close it while leaving it unlocked. Is the key universal for all units or is each unit unique? At our location, I'm more worried about losing the key than theft of the bags.

The dispenser is locked. The unit has to be locked to shut the dispenser.
