Do I keep both of the lights on,day and night?

It is recommended that the UVB bulbs are used during the day and turned off during the night to mimic daytime and nighttime.
How does this attach to the cage? Also is the wattage safe for a western painted turtle?

This lamp can be rested atop a high screen top, hung over an aquarium, or used with the Zoo Med Reptile Lamp Stand. The wattage of these lamps can work for a painted turtle, depending on the size of their tank.
Can I use this for a water dragon and would I turn the light off at nights?

Chinese water dragons are diurnal (active during the day) and need simulated sunlight. Using a UVA/UVB bulb in the terrarium and keep it on for about 12 hours. At night, turn the basking light off and use a ceramic heater or night heat lamp to keep the entire habitat between 65-75 degree Fahrenheit.
Can this be used on an open-air cage? The screened type...
