What collar is recommended for this

You should use a body harness for tying out to help reduce the chance of injury to the neck – do not use a no-pull harness or a harness where the tether will attach to the front.

Is it combined weight for cable and stake? Or is it rated for 100 pounds on stake? Would it work for a 65 pound lab?

As long as your dog is under 100 pounds, this stake should be able to support them.

This tie-out cable can be used with dogs of all ages. It's a great alternative to yards without fences and for training. This should only be used for supervised containment when outdoors on a picnic, camping, or other outdoor activities.

Can this work for the sand? Particularly on a beach?

The metal stake will not work for sand on the beach.

Handle makes installation easy

Even with the rocky northeastern soil, this was very easy to screw into the ground. The handle with its coating was very comfortable to turn.

Not durable

Dog is at the upper end of the weight limit at 63 lbs. and did not pull on the stake. Stake was bent on first use and garbage. Max weight limit should be 50lbs.

Freedom to explore safely

Easy to set-up and use. Allows my dog to keep an eye on me as I mow my front lawn which is not fenced. Yes, she has separation issues so this product is perfect
