Can this be folded up when not in use?

No it does not fold up. It is screwed together.

Can the pieces be rearranged to section off a space for puppy pads?

How wide is each panel? Can it be set up in different shapes and if a larger area is needed can two sets be connected? Is the frame gray or white?

Each panel measures 23.6 inches wide by 24 inches tall. This pen can be shaped into a rectangular, squared, or L -shape. If you purchase two sets or more, a larger space can be created for your little one. The frame is gray and made of anti-oxidant aviation aluminum.

Exactly as described except for it does NOT come with carpet as detailed on a listing photo. It is a gray, leakproof, plastic mat. Overall pleased with purchase
