Would this door prevent an unregistered cat from exiting the home? Or is it only preventing unwanted entry?

The Closer Pets 4-Way Locking with Microchip Activated Cat Flap Door controls entry access only. The door allows any animal to exit, but only programmed animals to enter.

Does not work

Batteries are in, light lights up. I've followed all of the directions to program my cat's microchip (who has a 16-digit, numerical microchip, and should be compatible)

Batteries are in, light lights up. I've followed all of the directions to program my cat's microchip (who has a 16-digit, numerical microchip, and should be compatible). It seems to work, but then either doesn't remember after we exit programming mode, or the thing won't exit programming mode at all. Waste of money. Wish I could return it, but it's all the way open.
