The measurement for each scoop is up to the top of the line of color.
so say I need a 1/4 cup does the 1/2 cup collapse in a 1/4 cup form?

The scoop does not collapse to a smaller measuring size.
What are the dimensions of the actual scooper part (not including the handle)?

The ½ cup scoop measures 2.75 inches wide by 1.75 inches tall, the 1 cup scoop measures 3.75 inches wide by 2.25 inches tall, and the 2 cup scoop measure just over 4.5 inches wide by 2.75 inches tall.
