What is length on this neck stretcher?

The elastic measures 10 feet ,2 inches in total length.

Would the adjustable neck stretcher work to train a horse to hold her head a little higher? My qh was trained as a Reiner and has a very low head when cantering. I feel like I’m going to topple over her. Need her to raise her head a little. Do not show her.
