Would this fit a hamster? I’m hoping to get one but understand they like to explore. People and animals alike need to wonder and explore.

No, leashes and harnesses are dangerous for hamsters because their bones are too fragile. Instead, you can get a playpen or lay a blanket down in a dry bathtub to use as a playpen.
Is this okay for chinchillas

This harness is sized to fit most small pets. To select the best size we recommend that you measure your pet's waist girth (circumference) and neck girth (circumference) and compare to the size chart. To measure the waist girth you'll measure around the broadest part of the rib-cage behind the front legs and to measure for the neck girth you'll measure at the broadest part of the neck. If the pet happens to be in between sizes it's then recommended to select the bigger size.
