can this be used on long and short haired cats?

This is designed for long haired breed pets only.

I saw an advertisement for a similar tool as being effective for removing undercoat during shedding. Is that recommended or should it be used only for mats? Thanks

This tool is designed to help you groom quickly—removing dead and loose hair—but also to go after difficult mats. The rake teeth are spaced to accommodate different types of coats and accomplish multiple grooming jobs: detangling, deshedding, and undercoat removal.

One of Chewy's customer service reps recommended this to me. I just ordered a second one. I have sheepadoodle and goldendoodle and they love to wrestle and play

One of Chewy's customer service reps recommended this to me. I just ordered a second one. I have sheepadoodle and goldendoodle and they love to wrestle and play. They have double coats and are quite pretty curly and despite keeping them groomed and clean, I don't keep them real short so there is the occasional mat. This tool works so much better on a mat than another other comb or brush I use. A big Thank you to the CS rep that recommended it..
