Does this break down in water? Is it considered 'flushable' like some other tofu-based cat litters?

According to Petkit, PETKIT Natural Cat Litter (Tofu & Cassava) is made from plant-based, biodegradable materials, and it can break down over time under proper composting conditions. However, it is not considered flushable. We do not recommend flushing the litter down the toilet, as it may not break down reliably in plumbing systems and could cause blockages. For best results, please dispose of used litter in regular household waste or follow local composting guidelines where applicable.
