This cover has Velcro openings for easy access to all seat belt receptacles and child seat latches.
Is the center section secured to a head rest, zippered on, or Velcro? Also, is there Velcro in the seam to allow for seat belts or only slots to pull the buckle through?

The center is secured with a buckle strap that can be fixed onto a center head rest. The holes for the seat belts are just slots in the fabric, and they do not feature closeable Velcro.
