Is this solely to freshen breath or does it help break down plaque and bacteria in cat's mouth? Thanks!

This oral care powder does not target plaque. It's formulated with a special blend of beneficial bacteria to naturally balance the bacteria in dogs' and cats' mouths, leading to fresher breath and cleaner teeth.
My cat eats dry food so can you put in his water?

This powder works by adhering to teeth and below the gum line, releasing continuous low doses of hydrogen peroxide that naturally whiten teeth and crowds out undesirable bacteria that can cause bad breath. Sprinkling over dry or wet food is desired, as mixing with water would disturb the efficacy of this supplement.
I find it strange that the scoop is one size fits all. You would think a full scoop would be for a bigger dog, and that for smaller dogs or cats, it would be half a scoop or less. The picture looks like there is a line on the scoop for a lesser dose?
