My horse’s blanket does not have D rings. Will this stay in place without the D ring attachments?

Does this attach with D-rings and of so, how many are there?

The neckpiece has velcro that is used to attach the neck to the blanket D-ring attachments. There are 3 velcro attachments on the neckpiece.
