This shampoo does not contain oatmeal. The ingredients are: Purified Water, Disodium Laureth Sulfosuccinate, Sodium Alpha Olefin Sulfonate, Cocamidopropyl Betaine, Dmdm-Hydantoin, Allantoin, Lactic Acid, Tetrasodium Edta, Vitamin E.
Can this be deluited if so what is the ratio?

This shampoo does not need to be diluted. For best results, apply shampoo and work into a thick lather, massaging gently through coat to saturate skin. Rinse well

This shampoo has a specific pH range of 5.5-6.0 so it isn’t perfectly balanced. It’s set to this range for the best effectiveness of the shampoo. pH is measured on a scale of 0-14 and a balanced pH would be around 7.
