I have a very large 21 pound cat. Is this sturdy enough for him?

This Cat Tree can hold up to 15 pounds of pet weight. It is not suitable for cats larger than the recommended pet weight.
I really like this cat platform with the ramp, my cat is about 12 years old and around 15 pounds, would the top platform be large enough for him to lay on and watch out the window. Thank you
